Sarge Sh., a division commander of the military unit 32010 “4th Tank Kantemyriv Division of the Moscow region”, killed a civilian in Sumy region. According to the case file, on February 24, 2022, in the Okhtyrka district of Sumy region, the Ukrainian military broke up a russian convoy, and about 15 russian military split into groups. Retreating, the russian military seized a car near the village of Chupakhivka and drove into the village. There, they met a local resident, a 62-year-old citizen, who was riding a bicycle on the side of the road. The Russian soldier Sh. fired several shots at him, killing the 62-year-old man. | 11-кп/824/2844/2024 | A citizen of the russian federation D., holding the position of head of intelligence of the 64th separate motorised rifle brigade of the russian armed forces, participated in the seizure of the Bucha district in the Kyiv region.
During the period of temporary occupation of the community, russian serviceman D. commanded the actions of his subordinates during punitive actions against local residents. During these ‘raids’, the russian military abducted and killed people and looted private homes. At the same time, the military official used firearms against civilians with his own hands. It was established that on 3 March 2022, on a street in the village of Havronshchyna, Russian serviceman D. stopped an unarmed 70-year-old citizen and hit him in the face with the butt of a rifle. V., a citizen of the russian federation, served as the Commander of the Black Sea Fleet of the rf during February–March 2014. Acting deliberately and in prior conspiracy with representatives of the authorities and the armed forces of the rf, and with the intent to change the borders and state boundary of Ukraine in violation of the procedure established by the Constitution of Ukraine, he was fully aware of the manifest criminal nature of his actions and was motivated by the desire to obstruct Ukraine’s course toward European integration. In doing so, he knowingly and deliberately violated international law. By issuing orders, he planned, prepared, and organized the deployment and dispersal of units of the rf armed forces at the facilities of the Black Sea Fleet, which subsequently invaded the territory of the Crimean Peninsula. He facilitated the concealment of russian Black Sea Fleet personnel for the purpose of waging an aggressive war against Ukraine, and further planned and identified facilities to be blocked and seized in order to carry out the military occupation of the Autonomous Republic of Crimea and the city of Sevastopol. Thus, acting in prior conspiracy with others, he carried out the planning and preparation of an aggressive war against Ukraine, which resulted in the military occupation of the Crimean Peninsula. These actions resulted in grave consequences, including the violation of Ukraine’s territorial integrity and the loss of state-owned assets valued at more than UAH 1,080,352,000,000. Contributing to the aggressive war against Ukraine, acting as the head of the TDC «Izolyatsia», he illegally detained pro-Ukrainian citizens who were captured by members of the «DPR» and «SSM DPR», using and threatening to use physical and psychological violence to obtain information from them and ensure further activities of the «DPR» and «SSM DPR», organise illegal detention of captured servicemen of the Armed Forces of Ukraine and law enforcement agencies, using physical and psychological pressure.

A citizen of the rf M., while serving as the Deputy Head of the Department of the Federal Service of the National Guard Troops of the russian federation in the Chechen Republic, illegally crossed the state border of Ukraine on 24 February 2022 as part of russian federation units. On 5 March 2022, he arrived at the Borodianka Psychoneurological Boarding House with a geriatric department in Kyiv region, where he ordered his subordinates to gather all civilians into one room, confiscate their mobile phones, and prohibit them from leaving the premises. This restricted their access to food, water, medicine, medical care, and freedom of movement. In addition, he ordered his subordinates to deploy military equipment around the perimeter of the boarding house, including BM-21 “Grad” multiple rocket launchers and self-propelled artillery systems. As a result, civilians were used as “human shields” to cover the positions of russian military forces and to obstruct the actions of the Armed Forces of Ukraine.
